I fixed our problem on Windows 10 and IOS by using a different account/password for sending emails. For some reason (and luckily) my daughter was the only one able to send emails on port 587. So we're all using her credentials for logging into the outgoing email server. For that to work, DO NOT select "Use the same user name and password for sending email".
This means their smtp server is not up to date with usernames/passwords. The problem is 100% on their side and my solution just proves it.
Btw on windows 10 Mail, the proper format is:
incoming server: imap.cox.net:993:1
outgoing server: smtp.cox.net:587:1
