Why do I pay for Internet Ultimate Classic 300 and my download speeds are pathetic?

We pay for Internet Ultimate Classic 300 for supposed high-speed internet but when I run a test the needle barely moves. My download speed when has checked was 8.5.  have upgraded both the modem and ...
