Tiffany R called just as I was starting my post here that it was working. She became my case worker and wouldn't let it die from neglect which I appreciate. She didn't go into a lot of detail but my inference was that the tech people had most of their time consumed by a major update they were working on and testing which is why they had limited time for my call history. The fact that the 120 day call history downloaded today, 6 Dec and it starts with calls on 8 Aug is proof they were NOT waiting for a corrupted record to purge itself after its 120th day to fix the problem. The first call on 8 Aug is one that I added to the address list so the call history was definitely working that day and no corrupted record prior to that would have caused the call history failure. My call history stopped working when the phone tools buffering issue started, probably around 15 Aug when I called them as shown on my newly downloaded call history, so any corruption would have been after that.
