Lost voice mail messages?

Yesterday, I received an unanswered call from a doctor's office. My call history shows that it was 25 seconds long, so it seems likely that a message was left. However, there is no voice mail message.  I'm wondering whether anybody else ever has experienced callers who say they left a message that you did not receive.
