Still an issue off and on. I seem to have a bit better luck logging into my account and go to Web Tools and access Phone Tools from there. It's not 100%- I still get the proxy error from there from time to time but I seem to have much worse luck logging straight into Phone Tools- though clicking a direct link to webmail after getting the error takes me to webmail and not a login page so I'm actually logging in to Cox but not reliably getting the Phone Tools.
