Does streaming an app, like ESPN+, count towards my internet plan?

All apps use the Internet. If you select a program from the Program Guide of a cable-box, the data is not metered. An app, however, is metered.

So streaming apps through the contour box are also metered, right?

Contour is basically a cable-box and gets all its programming from the TV distribution network. However, to persuade subscribers from replacing cable-TV for streaming, Cox added streaming apps to Contour.
Although your cable-box is connected to a coaxial cable (just TV, right?), any request for programming from an app will get handed off to the Internet at the Cox headend and, yes, metered.
All apps get programming from the Internet.
