If I’m just swapping out my existing cable modem for a newer cable modem (I own both), with no change in my Cox service, and I’m not a “gigablast” subscriber, will I need to contact Cox’s TS departme...

As long as the new modem is listed as certified, it should self-activate. You can troubleshoot here as well.
Thank you Bruce. My new modem is Cox certified and is Docsis 3.0 8x4.
