Went through the same boat. It was on Cox's side and they wouldn't admit it. Use pingplotter with ethernet plugged straight into modem and test. Mine came down to an oversaturated node and they aren't planning on fixing it this year. Best of luck man, this post will probably be locked with some ** troubleshooting guide which we all have already done...
