Internet Outage after tree took out telephone pole

Hey, 

On Saturday we had a tree take out two poles in my neighborhood.  the power company came, fixed the poles and restored power.  However they left all of the phone/internet cables rolled ip in a pile on my yard... 

I would expect Cox to come out asap to fix it, but i was told they cant come out till Thursday.  Is this something that i can have escalated? i have a 86yr old neighbor on oxygen that is now without a phone until end of the week.
