Good point. I assumed by the OP's tone that they are the type to rent a gateway. Either way, the second link gives more general guidelines how to log into your router.

Thinking about it, it's POSSIBLE with an unsecured TV, that in error the neighbor was streaming to a compliant video device and the TV picked up the signal and displayed it. It in fact may be a simple error. I would talk to the neighbor and let them know that somehow their gaming system started displaying on your TV.

Could it have anything to do with PPV or MoCA leaking over to their cable box? Maybe game is sport game? Talking to the neighbor is a good idea.

He said his neighbor is a gamer, more than likely, the game being played on a mobile device was being broadcast to a tv for a larger screen, and it broadcast on OP's as well. I have seen that happen.

My working hypothesis is both folks may have never changed defaults which makes for interesting behavior. That may be why OP has slow wifi. I'm assuming setting a unique SSID and password will straighten things out.
