Thanks for the heads up. I just tried that and it did work.
I have the same problem. When calling for support I was told to change my password. When I told them again that I could log into webmail, so it wasn't the password, support had no idea why I was having problems. My problem also started on June 28th.
Changing the password was a weird fix for another subscriber. drichmond may want to attempt as well.

I had this same problem starting 6/26. Changing the password also fixed it for me. Have no idea what went wrong on Cox's end, but it's good now. After two chats and phone call, they wanted to charge me $$$ to fix their problem! Ha! Not.
You would be the third fix for this problem. There may be a corrupt user-password file on the server(s). Cox should have discerned a trend by now and if incoming email has worked, perhaps Cox should send a notice to all users. It'd be tricky, however, with suspicious minds questioning a "change your password" email.
Didn't help in my case.
You logged into your Cox account, changed your password and then updated the password in Outlook?
