I had problems with Outlook 2007 and was able to use the repair tab to in account settings to fix both incoming and outgoing.
I was also having problems sending email on my phone. I could get email but not send it. This what I did to get it fixed. I removed the account. Changed my cox Password. Then added the email account back on my phone. Was able to use the automatic settings and it now works. I hope this helps some people. I called chatted with cox tech support and they told me they were going to escalate my issue but never heard back. Had to figure this one out on my own.
