Experiencing packet loss in Las Vegas of 1-2% during the evening, and during some days. Appears to correlate with when more people are at home (after 5pm and weekends). This is affecting others in the neighborhood as well. How can we get someone to look at this at the neighborhood level?

Note: The second hop, which is the first one outside of my home, is 10.88.128.1 and experiences the loss.

Also some external line monitors that I've had running to my system, pinging every 5 min.
Top is N. Virginia, bottom is San Fran. You can see latency increasing here, and some packet loss. Hard to see it all since it is so intermittent and this is at 5 min resolution.
