Bruce you have it precisely correct!
Maybe I described it incorrectly. The CM1000 is a modem and not a router. It simply passes everything through to the RAX80 or laptop. Inside the control panel of the CM1000 I can set the "Starting Frequency" and reset the password. No other options are available. It is extremely simple.
I just checked and the RAX80 is not set to bridge mode. It is most likely set to factory defaults.
Starting Frequency
Did Cox provide you the starting frequency?

No, I haven't changed the starting frequency. It must be a factory default.

If you log into your Cox account at Cox.com, can you see both the Dad and Son’s modems?
There are reboots, resets and re-provisions. You have done multiple reboots by unplugging your Son’s modem, waiting a few minutes and plugging it back in. It merely reboots its configurations.
You do resets from your Cox account. It deletes the configuration and reloads it.

Also...stupid question...how do you know the RAX80 doesn't provide Internet access? No lights on its front, you successfully connect both wired and wireless to its network but no Internet, it doesn't assign a private IP address, etc?

Holy smokes I found the problem! On the RAX80 IPv6 was turned off, perhaps by default. When I found this in advanced settings and turned it on everything worked on the spot. Thanks for your help Bruce!
