Still have the TM3402? If so, what do the logs say?
Cox Mobile has nothing to do with Cox Internet/Voice
Wifi calling? Next time disable the Wi-Fi on the phone and see if effected.
Not using WiFi calling, never have. Yes, still have the TM3402. I'm guessing I'll have to bypass my WiFi router to get at the logs, correct? If so, that will have to be another day.

Not unless your routers blocks it. Try 192.168.100.1?

Yea, those are the MTA logs which don't show anything helpful other then the DOCSIS connection error. Basically it means the modem is going offline. If the CM event logs is empty then the modem isn't keeping the logs. What do the signal levels show?
As for why your cell phone acted up, I have no idea. For now I will treat that as a red herring.
