I got an Arrius modem from cox a while back. It came with a cat5e cable to connect to my computer. It works perfectly. Other cables don't work at all.

If Walmart sent you an UTP cable, it should work. I suspected a grounding loop with an STP or...just stabbing in the dark...a crossover cable.
Did these specific cables work with your previous modem?
Are you sure Cox sold you a CM8200A modem...as opposed to a CM8200? The model A has 2 Ethernet ports but Cox would only assign 1 IP address. You're not trying to use the second port are you?
