The Paramount+ with Showtime scam

so get a notice via Cox - using Cox wireless cable box and TV. Old fashioned.. remote, TV.... 

great deal it says, get Paramount+ with Showtime for $5/mo for a year!  Great. I sign up.  Guess what - no access to Paramount+ via OnDemand.  It takes you to Paramount+ and it asks for your Paramount+ login, or to sign up for an account at Paramount+ pricing.   Cox tech support says sign in with Cox credentials.  No go.  And cox is not a Paramount+ recognized partner.   So what gives Cox?
