Other providers participate in the hotspots (CableWiFi). Device may be offline, removed, relocated, etc. Who knows...send an email.

But shouldn't the name(SSID) be CableWifi or CoxWifi?

OP is being specific. I haven''t used a hotspot so I don't know how it displays in a list of wireless networks. OP got "Setup" somewhere.

The link provided make it clear:
"Select the CableWiFi or CoxWiFi wireless network"
Sounds like OP is having trouble connecting to a private network.

I don't think it's a question on how to log in nor think OP is logging into another hotspot with Cox credentials. I also don't know what utility or app OP is using to resolve the IP, but...although seemingly helpful...the Help Desk would only need an address.
