The tech may have gone to the wrong address and was at someone else's door. Unless you have call waiting, you wouldn't have known anyone was trying to call you while you were on the phone with Cox. Reschedule the appointment and confirm Cox has your proper address. If possible, you might avoid using your phone around the scheduled time, in case the tech has any trouble finding you and tries to call.
