Tech came, said it was an issue where he needed to install a splitter to reduce the power levels, and after doing so and testing, found that did not fix it. He tired a 3-way and a 2-way and neither produced solid results. He then checked the end of the cable plugging into the modem and said it was burnt and that the mesh steel in the cable was not all pulled back before the fitting was installed causing an issue. He put on a new fitting and said it was all good.
Not hours after he left and continuing since then, I have the same exact issues I have had the whole time.
