Trees affecting signal?

I've been posting alot with questions. I apologize. Just trying to get down to reason for my issues. I was driving down my road on the way home and noticed a portion of the lines running down my road were engulfed by tree... and it looked like they are somewhat hanging.

Could this be causing an issue in my internet that wouldn't be detected by cox and their testing?
