Could be a signal problem. Maybe it is only bonding one channel down when you see the 30Mbps speed. Do you lose the blue downstream light on the front? Can you post the signal levels from 192.168.100.1? See here for more info.
The statuses listed show the connection state of the cable modem. They are used by your service provider to evaluate the operation of the cable modem.

Well you are bonding on all 16 downstream channels, but your SNR is low. It should be above 35-36. What did the technicians say about that? Also, can you explain how the coaxial gets from the street to the room the modem is in? Any splitters or amps?
Also, I assume you have connected direct to the modem and done a speed test that way, to rule out the router.

From my experience, I have seen problems when ever the SNR is below 35. However you are right, technically 30 is the spec.

they did not comment on the SNR. No splitters or amps.
Speed test done by the cox technicians direct to the modem was 30up/3down.
Techs tested a new modem (from cox 3.1) and did a direct speed test and it was 178download.

SNR is slow. Mine is always 39 to 41.

SNR isn't fast or slow, it's the Signal to Noise ratio.
